Is IPL same as laser?

Not entirely. IPL may seem similar to laser treatments, but in case of the latter, only one wavelength of light is used on the skin. In case of IPL, the light is of many wavelengths. Intense pulsed light works on the second layer of skin called the dermis and doesn’t cause any damage to the epidermis.
